CARSTAIRS - Town council has approved a number of fee increases for 2022, including an increase in garbage rates.
The move came by way of motion at the Nov. 22 council meeting, held in person and on Zoom.
Under the Rates and Fees Bylaw 2022, garbage collection and disposal rates will increase from $23 a month to $24 a month for all categories, including single family residential, apartment per unit, buildings per unit, retail outlets per unit and restaurants and coffee shops.
Water rates increase from $2.75 per cubic metre to $2.80 per cubic metre with the fixed charge of $14 per month remaining unchanged.
Where only one meter is installed to serve an entire building, a fixed charge of $14 per month will apply to each unit plus a metered consumption charge of $2.80 per cubic metre, up from $2.75 per cubic metre.
Some fees at the town-owned Carstairs Golf Course will also increase in 2022.
The seven day unlimited membership goes from $1,450 to $1,525, the five day membership from $1,100 to $1,150, the intermediate membership from $800 to $850, over 80 from $800 to $850, restricted after 4 p.m. from $500 to $600, the restricted after 4 p.m. family from $750 to $850, junior from $200 to $225, and Golf Canada membership from $30 to $45.
Some green fee rates also increase: 18 hole weekday from $50 to $52, 18 hole weekend and holiday $60 to $62, nine hole weekend and holiday $30 to $35, guest with member weekday $40 to $42, guest with member weekend and holiday $50 to $52.
Yearly power cart one person rate goes from $550 to $650, and yearly power cart two person rate from $875 to $975.
The yearly range pass goes from $175 to $200.
Fireworks bylaw update OK’d
Councillors also approved updates to the town’s Fire Works Bylaw #1025 to reflect updated provincial legislation.
The updated permissions section states that, “Consent of the owner or occupant of the property or properties that the (fireworks) show will be conducted on and where debris might reasonably be expected to fall.”
The updated prohibition section of the bylaw includes a number of additions, including the following:
• No person shall discharge or set off fireworks during a fire ban.
• No person shall discharge or set off fireworks within 200 metres of any place where explosives or flammable liquids or combustible liquids or substances are manufactured or stored.
• No person under the age of 18 shall purchase or be in possession of fireworks.
• No person shall discharge or set off fireworks in a place or manner that creates a danger or constitutes a nuisance to any person or property.
• No person shall discharge or set off fireworks on a highway, road allowance or park without proper permits in place.
• The updated bylaw also removes the previous wording that no person shall “bring fireworks into the Town of Carstairs without written permission of the fire department”
Breach of the bylaw is an offence and upon conviction shall be subject to a penalty and fine of not less than $100 and not more than $5,000.
