Cremona's water and wastewater bylaw changes OK’d

Much stronger language added, says village's CAO

CREMONA - The Village of Cremona council has approved changes to the municipality’s water and wastewater bylaw requiring meters and remove reading devices to be installed on premises.

Council also approved another addition requiring anyone using a fire hydrant in the village to notify public works or face penalty.

The move came by way of motion at the recent regularly scheduled council meeting.

Administration recommended the changes to the bylaw following review.

“This is much stronger language added to a compliance component that the policy would not have,” said Aaron Gertzen, the village's chief administrative officer. 

“Additionally, administration has recommended addition of a clause to refine the water system to add further protections for public health.”

The Section 4.4 addition to the bylaw reads: “All major distribution point entering private property will have a meter and check value installed at the property line. The cost of the meter, remote reading device and check value is to be borne by the Village of Cremona. 

“Readers shall be installed towards the front of the building where convenient assess is, and will be at all times, available to personnel from the village.”

The Section 4.18 addition to the bylaw reads: “Public works will be notified of any fire hydrant usage in the village. Anyone accessing hydrant for purposes other than specified in this bylaw or approved by village staff will be subject to penalty under Section 15 of this bylaw.”

Section 15 states, in part, that anyone found in violation of the bylaw could face a fine of between $75 and $2,000.

In other village news, council has deferred third reading on the municipality’s updated code of conduct pending further discussion, says Gertzen.
