Innisfail's 46th Avenue infrastructure work moves ahead

Project began in 2021 and will continue into 2024 with paving

INNISFAIL – Funding for the second phase of the 46th Avenue Infrastructure Replacement project has been approved by town council.

The first phase was completed in 2021, and the projected $775,000 for the second phase was identified and approved last year in the town’s 2023 municipal budget process.

On Feb. 13 at town council’s regular meeting, Steven Kennedy, director of operations for the Town of Innisfail, asked council to approve the award of the 46 Avenue Infrastructure Replacements project's construction contract to Carbon Earthworks Ltd. for $656,414.50.

The funds for this project will come from the town’s Utilities Stabilization Reserve.

The motion to fund the second phase of the project was passed unanimously by council.

Kennedy told council from his report that this phase of the 46 Avenue Infrastructure Replacement project will be from 48th Street to 46th Street.

He said the existing water main is ductile iron and sanitary main is clay tile and should be replaced while the road is dug up.

Kennedy added the road surface has many cracks, failures and repair sections.

Council was also told the project design includes replacement of the water and sanitary mains and services to property lines.

Kennedy said the roadway will remain the same width but all curbs and sidewalks will be replaced and paved in 2024.

He said the total project cost is anticipated to be $771,131.66, which includes the $656,414.50 construction contract to Carbon Earthworks Ltd., and $62,204 for Engineering and testing, and eight per cent ($52,513.16) for contingency.

“(It’s) only eight per cent in order to keep us within the budget of 775,000, so we are carrying a little bit lower contingency on this project,” said Kennedy. “But due to the fact that we do have experience on the first phase we're confident we can fit it within 90 per cent.”
