Napoleon Lake development clears another hurdle

Town council gave subdivision approval for the Napoleon Lake West residential development on Jan. 25. The developer must now work with the town on a development agreement before construction starts on the project, which will ultimately see 64 single-family residential lots, 12 medium-density lots and one multi-family lot.

Town council has approved the subdivision report for the new Napoleon Lake West residential development.

The plan calls for 64 single-family residential lots on a 22-acre parcel of land near the northwest corner of Napoleon Lake, as well as 12 medium density and one multi-family lot on a separate six-acre parcel closer to the north side of the lake.

The development proposal for the new residential development, which will not include a commercial component, was first brought forward to town council and approved on Jan. 11. Council also approved a separate application to close a section of the existing Lakeside Way, which will remain the entrance to the subdivision from Lakewood Drive, but will be rerouted on the property to complement the design of the development.

For the process to move forward, a subdivision report, prepared by Parkland Community Planning Services, was presented to town council at its Jan. 25 regular meeting.

The report, which was approved by council with conditions, noted there were no objections to the planned subdivision from adjacent landowners, municipal staff, ATCO Gas, FortisAlberta, Red Deer County, Chinook's Edge School Division or Alberta Transportation. However, Alberta Transportation officials did note in its comments that the new subdivision could trigger the need for intersection improvements, including a roundabout, at Highway 54 and Lakewood Drive as development-driven traffic increases.

The report also listed nine conditions for the developer to meet for this project, including written confirmation from Alberta Transportation it has received a traffic impact assessment on whether Highway 54 and Lakewood Drive requires a roundabout, and confirmation from the town that a phasing plan has been provided that addresses the construction of the realignment of Lakeside Way.

Craig Teal, the town's director of planning and operational services, said the developer, Dr. Malcolm Campbell, owner of Napwest Corporation, will now have to work on the conditions towards reaching a development agreement with the town, a process that includes detailed engineering for the site.

Teal said when that process is completed to the satisfaction of the town a contract is then drawn up for timing, construction and payment for the necessary subdivision infrastructure.

The development agreement will then go back to council for approval, said Teal.

“Usually in this development agreement process a fair deal of time is spent with (town) staff first and the development agreement itself, and given it is a contract, it does get reviewed with council,” said Teal. “It really depends on the pace of the developer's engineers, so this process could take up to a year from the date of the actual decision on the subdivision is made.”

Campbell said last month after council's first approval on Jan. 11 that construction on the single-family residential lot section of the subdivision would “definitely” begin in 2016. He added he's looking for an outside developer to construct the high-density area of the project.
