Penhold town council accepted information on a trail functional planning funding proposal during their Oct. 9 meeting.

“This is part of the Trans Canada Trail system,” said Rick Binnendyk, the town's chief administrative officer. He said trails in Central Alberta are still not “fully intact.”

He said the Central Area Regional Trail Systems (CARTS) group is looking at doing a functional plan for the Penhold to Bowden leg.

Each participating community in the area, Innisfail, Penhold and Bowden, would help cover the cost of producing the planning document based on a per capita formula.

“Our percentage would be a total of $1,575,” Binnendyk said.

His report said there is $17,500 in funding to do the review. The $1,575 would be part of the remaining $7,500 needed to cover the $25,000 cost for the plan.

Council voted unanimously to accept the information. Coun. Danielle Klooster was absent.

Library system budget approved

Council voted to approve the Parkland Regional Library System budget, which includes a 2.97 per cent increase, during its Oct. 9 meeting.

At its Sept. 24 meeting council decided to ask for more details on the budget increase. The written report given Oct. 9 said after further review council's questions appeared to be addressed.

The Penhold Public Library is included in the Parkland system.

The vote to approve the budget was unanimous, with Klooster absent.

Line of credit increased

Penhold town council passed the third and final reading of a bylaw to increase its revolving line of credit from $700,000 to $2 million during its regular meeting Oct. 9.

The first and second readings were passed during the Sept. 24 regular meeting. An attempt to go to third reading was halted because Coun. Chad Hoffman voted against proceeding to it. In order to do all three readings in one sitting, council has to vote unanimously to have third reading.

Coun. Kathy Sitter said some people were wondering why council wants to have a $2 million credit line.

“What this is to me is it's just there in case we need it,” Sitter said.

Mayor Dennis Cooper said a line of credit could be used to fund a response to an emergency.

“This is good money management,” he said.

Hoffman voted against the bylaw to increase the limit. The rest of council present voted for the motion. Klooster was absent.

Spooktacular this Friday

The Penhold Family Halloween Spooktacular is scheduled to start at 6 p.m. Oct. 26.

The event runs from 6 p.m. to 10 p.m. at Penhold Memorial Hall.
