Commission approves development permit

The Mountain View County municipal planning commission has approved a development permit for a dwelling, secondary detached residence in the Fallen Timber rural neighbourhood.

The Mountain View County municipal planning commission has approved a development permit for a dwelling, secondary detached residence in the Fallen Timber rural neighbourhood.

The move came during the commission’s recent regularly scheduled meeting in council chambers.

The property involved is located at the northeast quarter at the intersection of Rge. Rd. 54 and Twp. Rd. 302 at SW 16-30-5-5.

The development will allow the applicant to reside on the same property as aging parents, will utilize existing electrical services, will not impede on agricultural land, and no tree removal would be required as the development area is cleared and the approach-access is already in place, administration said in a briefing note to the commission.

“The applicant is requesting consideration for a dwelling, secondary detached on a 157.83-acre parcel zoned agriculture,” the note states. “The westerly half of the quarter is treed, and the remainder of the easterly half is undeveloped agricultural land.

“There is a developed yard site in the southerly portion of the quarter. The applicant has included a second dwelling supplemental form and has stated the application meets all three of the criteria. As per the submitted application, the proposed dwelling, secondary detached will be located within the northwesterly corner of the parcel, not within the developed yard site.”

The applicant’s letter of intent states that the north and easterly sides of the developed yard site are dedicated to the agricultural operation and the westerly area would require tree removal and the southerly area would place the dwelling too close to the road, members heard.

In a letter to the commission, the applicant stated, in part, that the secondary dwelling will be “located in a densely forested area with a clearing large enough to accommodate the mobile home without removal of any more trees” and “will not encroach on the current agricultural use of the land or impede the development of future agricultural endeavours.”

Meanwhile, the commission approved a one-year time extension to March 2020 for a subdivision in the Eagle Hill-Westward Ho rural neighbourhood.

The move also came during the commission’s recent regularly scheduled meeting.

The property involved is located at SW 20-33-3-5 and involves a parcel size of 150 acres. The purpose of the original subdivision was to create a smaller parcel to manage, members heard.

“I was expecting some funds that were owed to me, that I have yet to receive,” the applicant said in a letter to the commission. “The extension will allow me to secure some alternative financing, so I can meet all of the subdivision requirements.”

The original subdivision was approved in February 2018.

The extension comes with a number of conditions, including the following:

• The applicant shall make suitable arrangement to corporate services department of Mountain View County to acquire, assign and post the rural address sign for the proposed and residual lots in accordance with the rural addressing bylaw. The applicant shall provide confirmation in this regard.

• The applicant shall construct/upgrade approaches from the municipal road to the proposed and residual lots. All new and existing approaches shall be constructed-upgraded in accordance with the construction specification of Mountain View County.
