Committee will review bylaws

Mountain View County council has voted to establish a committee to review the municipality's policies, procedures and bylaws. The move came during the recent regularly scheduled council meeting.

The move came during the recent regularly scheduled council meeting.

The Governance Review Committee will be made up of councillors Angela Aalbers, Jeremy Sayer and Patricia McKean and administrative representatives from the department responsible for implementation.

The committee will review policies, procedures and bylaws on a quarterly basis to ensure all county documents are up-to-date with the county's current practices.

The committee will be "tasked with reviewing and making recommendations for amendments or additions to the county's policies, procedures and bylaws to promote a culture of open, responsive and effective governance.

"The committee is established to ensure the county's policies, procedures and bylaws remain relevant and current."

The committee will also be responsible for identifying when implementation practices deviate from the governing documents and will make recommendations to correct the deviation.

"The objective of the committee is to deliver clear, concise and easy to follow governing documents that will optimize service delivery to county citizens."

The county's director of legislative services will chair the committee, which is not a decision making body but will make recommendations to council.

"After quarterly meeting the committee will report back to the policies and priorities committee with a listing of all documents reviewed and recommendations for amendments on policy, procedure and bylaws.

"This is not a decision making team. Decisions will be made by the CAO or council. On all issues where agreement cannot be reached, the council's decision will be final."

Meanwhile, council deferred a decision on establishing a remuneration committee for 2017 until the next council meeting.

The committee would review policies and procedures on the basic rate and per diem for all council members, and committee members appointed to boards and commissions that are paid a per diem.

The committee would be "tasked with reviewing and making recommendations for amendments or additions to the county's policies and procedures to promote a culture of open, responsive and effective governance.

"The commission is established to ensure the county's policies and procedures regarding remuneration remain relevant and current."

The committee would also be responsible for identifying basic rate and per diem services rendered by councillors.

"The objective of the committee is to deliver clear and concise guidelines that will optimize service delivery to county citizens."

The matter is scheduled to come back before council on Feb. 22.
