CARSTAIRS – At the regular council meeting on Nov. 28, Carstairs council heard a presentation from Sarah Nielsen and Erin Welk for Urban Systems regarding the Scarlett Ranch subdivision application review.

The site is approximately 4.49 hectares and is located in the southern portion of the town.

“It's a continuation of the Scarlett Ranch subdivision, which is over by the elementary school,” said CAO Carl McDonnell. “This'll be their next phase. They're going to create 60 more residential lots. It's primarily single family home with some duplex lots.”

McDonnell said the plans are compliant with the current land use designation. He added that the developers have already provided the town with the plans for infrastructure servicing details.

“In the springtime we'll see the water, sewers, storm and roadways going in,” he said.

In other council news, council decided not to sign up with the Southern Alberta Energy from Waste Association (SAEWA).

“We joined SAEWA last year to find out what the viability of the organization was,” he said. “Whether it would be a good fit for our area. Seeing that the waste commission and other municipalities aren't renewing, we decided not to renew as well.”

SAEWA is a non-profit coalition of municipal entities and waste management jurisdictions in southern Alberta committed to the research and implementation of energy recovery from non-recyclable waste materials that will reduce long-term reliance on landfills.

“I think until SAEWA has intent for either federal or provincial funding because it is a massive project, it's probably not something we would entertain in the short term— it could be a benefit in the long term,” he said.
