CARSTAIRS -- Council reviewed the 2019 capital and operational budget at the recent regularly scheduled meeting.

CAO Carl McDonnell said they were able to work on the three-year operational budget as well as the 10-year capital budget.

"We got the formatting done for the three-year operational budget and ready to bring back for final approval," said McDonnell. "The 10-year capital including this year were approved in principle.

"There are a few things I need to change. Then we'll bring it back for final approval. Overall, it went fairly well."

McDonnell said the town has no major road projects on for 2019.

"We'll finish up the stuff from last year," he said. "There are still three blocks to pave where they put the water line through on Centre Street. We also have to decommission the lift station on the north end of town. That's the big one. It's being drawn up and will go out to tender next week."

McDonnell said they are waiting to hear the final assessments before finalizing the budget.

"The assessments are out right now," he said. "We're waiting for those to finalize; to see if people challenge them or not. Once we get those back then we can put the final assessment numbers into the budget. Once the province gives us the school requisition then we'll be done."

McDonnell did say the town is looking at reducing the mill rate. The 2018 mill rate was 6.9.

The 2019 proposed capital listings total is $840,000. The biggest items include the decommissioning of the lift station at $600,000, dog park at $90,000, ball diamond three cement dugouts at $30,000, and multi-use display board at $20,000.
