Tankers purchase approved by council

Mountain View County council has approved the purchase of four water tankers for the Carstairs, Cremona, Didsbury and Olds fire departments at a total cost of $1,757,176 from Rocky Mountain Phoenix.

In November council approved the purchase of four fire tankers from Fort Gary Fire Trucks at a total cost of $1,624,360.

However, the county subsequently received word from the company that it would be unable to meet the specifications under the request for proposal for the price submitted, administration said in a briefing note to council.

“Administration contacted the next proponent (Phoenix) to confirm they would still honour their Oct. 23, 2018 pricing. Rocky Mountain Phoenix has sent a letter confirming the same pricing.

“Overall the proposed fire tanker from Rocky Mountain Phoenix provides the quality and will meet the required service level. The price submitted by Rocky is valid only until Feb. 8 due to the uncertainty in the foreign exchange rate. Once an order is received they lock in the pricing for the duration of the contract.”

The vehicles are Rosenbauer tenders with Waterous CGVK 750 USGPM pumps. The apparatus shall be assembled on a Freightliner 114SD two-door cab and chassis with a 505 HP Detroit DD13 engine and Allison 4500 EVS transmission.

Meanwhile, council approved the 2019 land acquisition and disturbance for road construction rate of $4,000 per acre.

The move also came by way of motion at the recent regularly scheduled council meeting. The rate is set annually under policy #4017.

“Operational services inquired with the county assessment service department for 2018 land sales data,” administration said in a briefing note to council.

“From the county’s assessment data, the average sales price in 2018 was $4,106.10 per acre and the median sales rate was $3,799.75 per acre. The median price saw an increase from 2018 of $273 per acre.

“The average price increased $231 per acre from 2018. However, after looking at the data, two parcels sold for almost double the next highest, causing the increase in the average.”

The purpose of policy #4017 is to “allow Mountain View County to purchase land for road construction and to compensate landowners for damages as a result of road construction and other related activities.”

Items that the county will compensate landowners for are road widening (17 feet more or less), extra road widening, right of entry, borrow pits, crop damage and land disturbances, the policy states.
