Dog park location approved

CARSTAIRS -- At its regular council meeting on May 27, council approved the area south of the rodeo grounds for the new dog park, on the recommendation of the dog park committee.

CARSTAIRS -- At its regular council meeting on May 27, council approved the area south of the rodeo grounds for the new dog park, on the recommendation of the dog park committee.

Carl McDonnell, Carstairs CAO, said the motion came following a delegation from committee chair Sandra Stone.

"The dog park committee made a presentation and council approved for the development of an off-leash dog park," said McDonnell. "The area is part of the rodeo grounds. It'll be on the south side between the toboggan hill and the drainage ditch. It can't interfere with the toboggan hill or some trees or shrubs or beautification we're doing in that area."

McDonnell said the committee will take a look at the area and return to council with a final budget for approval.

"There were four sites originally considered," he said. "It came down to two sites. One was on the south side of the rodeo grounds or the former landfill site two miles west of town. For a variety of reasons: accessibility, parking, snow clearing, safety and security, the location in town was picked."

Land use bylaw amendment

Council passed first reading of bylaw No. 1089 to amend the land use bylaw to amend zoning of lots from RMH (residential manufacturer homes) to R1M (residential single family manufactured).

"They're similiar -- the only difference is that one (RMH) is a manufactured home that's on a rental lot, while the other (R1M) is a manufactured home that's on a lot that the owner has," he said. "We have two areas of town that have the wrong identification. One is at the end of Downey Street and the other is on Highfield Drive. Those aren't rental lots, people own them. They'll switch to R1M."

McDonnell said the change in zoning won't affect taxes or anything to do with the use of lands.

"At the next council meeting on June 10 there will be a public hearing and then second and third reading," he said.

At the meeting, councillors gave reports about the various committees on which they sit.

"The talk around the region, obviously, is about recycling," said McDonnell. "There are two different systems that we run with: the waste commission contracts to a third party for the recycling sites in each of the communities, and then we have curbside pickup that the towns operate. They're different contracts and different agreements."

McDonnell said the commission would like to talk to the individual towns about longer range plans when it comes to recycling in the province.

The water commission representative talked about how the Mountain View Regional Water Services Commission is continuing to twin the water lines going through town.
