Kennel application approved by commission

The Mountain View County (MVC) municipal planning commission has approved a number of subdivision and development permit applications. The moves came during the commission's recent regularly scheduled meeting in council chambers.

• The commission approved a development permit application for a proposed kennel on the east side of Rge. Rd. 34 approximately half a kilometre north of Twp. Rd. 332 within NW 16-33-3-5 in the Eagle Hill-Westward Ho district.

"The applicant wishes to run a boarding kennel that will accommodate both dogs and cats," administration said in a briefing note. "There are no new structures proposed as the kennel will utilize existing buildings on site. No employees or commercial vehicles are proposed.

"The applicant has contacted her local waste management company who have indicated to her that they are willing to take the animal waste as long as it has been placed within garbage bags. This is an acceptable format of waste disposal."

One letter of concern was received from a nearby resident.

"The author of the letter outlined concerns with barking, however is willing to work with the applicant to help offset any of the off-site impacts that may occur," administration said.

"The applicant has responded to the letter of concern indicating that it is her intent to work with the dogs to keep them occupied and distracted during the day so that barking does not become a concern for her or the neighbours.

"Additional trees have been planted to provide more screening and sound proofing in the yard."

The approval comes with a number of conditions, including that the "approval is granted for a maximum of 15 dogs and five cats to be boarded as part of the kennel operation at any one time," that the applicant will not allow dogs to "bark or howl excessively or otherwise disturb any persons" and that "dogs and cats shall not be permitted to run free off the property."

The applicant told the commission she will be diligent in ensuring dogs do not escape from the facility.

• The commission approved a development permit application for a proposed automobile, equipment and vehicle services auto body shop.

The property in question is located about half a kilometre south of Highway 27 on the west side of Rge. Rd. 24 within NE 32-32-5-5 in the McDougal Flats district.

"The proposed development will utilize all the buildings on site and will provide a variety of autobody services including parts replacement, welding, sandblasting, painting, dent removal and glass replacement," administration said in a briefing note.

"The business, KWH Autobody, would employ 2-8 people with up to 10 client visits a week. The operating hours would be 8 a.m. to 6 p.m. year-round."

Fire suppression at the site is outlined in several of the permit conditions, including, "That the applicant shall obtain a building permit so an inspection by a Safety Codes Officer can confirm the existing building being used for the business meet the building code requirements for this business."

Councillor and commission member Angela Aalbers asked for clarification of the condition that, "storage of hydrocarbons or hydrocarbon related material/equipment shall not be permitted" at the site.

In response, applicant Kalon Howard told commission members that there are no plans to do oil changes at the site.

Asked by commission chair Kim Walton whether he understood all the conditions, applicant Howard said yes.

• Members approved a subdivision application of approximately 11.52 acres from SW 9-32-28-4 consisting of 160 acres and consolidating with NW 9-32-28-4 in the Lonepine district.

The purpose of the subdivision is to "amend the property line to ensure setback requirements are satisfied for existing development on the northwest quarter and adequate area allowed for access to the property from the developed portion of the county road," administration said in a briefing note to the commission.

"The result of the proposal will be two individual titles related to the two adjacent quarter sections. The applicant has amended the proposed boundaries to accommodate legal and physical access to the southwest quarter."

The approval came with nine conditions, including that the "applicant enter into an agreement for the provision of road widening westerly 5.18 metres across the subject property to the satisfaction of Mountain View County."

Administration recommended approval of all three applications dealt with at the Jan. 18 commission meeting.
