New project budget passed

Mountain View County council has approved the 2019 new projects budget totalling $19,147,880, and includes $16,218,200 in capital projects and $2,057,680 in operating projects. The approval came by way of motion at Wednesday's council meeting.

Mountain View County council has approved the 2019 new projects budget totalling $19,147,880,  and includes $16,218,200 in capital projects and $2,057,680 in operating projects.

The approval came by way of motion at Wednesday's council meeting. The projects in the budget are those that were not carried forward from previous budgets.

Projects approved in the budget include the following:

The re-gravel project has a budget of $2.2 million.

“Operational services have been directed to complete 650 kilometres county-wide per year. This level of service is based on a spread rate of 222 tonnes/kilometre and an average road width of eight metres,” administration said in the briefing note accompanying the budget item.

The re-chipping road program has a budget of $1.7 million.

“Operational services intends to re-chip its hard surfaced chip seal road inventory every seven years. In 2019, this will be 121.6 kilometres.”

The asphalt long patching project has a budget of $600,000.

“Operational services hires a contractor to apply asphalt patches to the roads based on their condition. Each year the hard surface roads are inspected in the spring to evaluate the most critical locations for long patching.”

The base stabilization project has a budget of $700,000.

“This program takes existing chip seal roads that are no longer meeting service expectations due to surface conditions or base failure and revitalizes them.”

The gravel pit stripping project has a budget of $300,000.

“Prior to crushing gravel, the top soil and subsoil needs to be stripped. This is done on an as needed basis.”

The gravel pit reclamation project has a budget of $570,000 and involves the Harriman pit and the Kohut pit in 2019.

The capital bridge program has a budget of $3.08 million and involves bridges in all divisions of the municipality.

The 2019 fire equipment grants to urban partners project has a budget of $1.1 million and is based on 2019 long-range plans for fire capital for urban partners.

The generators and switching gear project has a budget of $110,000.

“The Mountain View County Emergency Management Committee recommended switching gear and generators be installed at the county shops in case of widespread power outages. Operational Services was asked to prioritize the shops based on use.”

The municipal development plan review project has a budget of $85,000. The review will cover such things as subdivision potential, agriculture preservation, potential multi-lot and fragmentation, environmental significant areas, concentrated confined feedlot operations areas, and growth centres.

The subdivision chip project has a budget of $180,000.

“Operations services selects subdivisions within the county that require re-chipping based on their current conditions. Subdivisions are inspected in the spring and one is selected to be chipped based on condition. This work is contracted out so that our internal crew can remain on the larger roads.”

The gravel road stabilization trial project has a budget of $145,000.

“Operational services plans to test gravel stabilizers for gravel roads. The goal is to reduce overall gravel usage.”

The council chambers audio-video upgrade project has a budget of $100,000.

“Parts of the system has had a number of tweaks and upgrades through the years. The system will only be replaced in 2019 if the existing system no longer functions.”
