A handful of obsolete bylaws will be up for repeal at today's Red Deer County council meeting. Recommendations to get rid of a firearm use regulation bylaw from 1975 will be presented to council, as most of the places where the bylaw comes into effect are no longer open or under county jurisdiction. With the exception of A-Soo-Wuh-Um Day Use area, all of the parks listed are no longer under the county's jurisdiction, the landfills mentioned have been closed and the school grounds were transferred to Chinook's Edge School Division in 1995.Discharging firearms is not allowed within hamlets and would be under the provincial Wildlife Act or the federal Criminal Code. The sanitary bylaw from 1991 is also considered obsolete, as the landfills have been closed and three waste transfer sites have been constructed and opened within the last few years.A parks and public places bylaw from 1991 dates back to when the county had venues where overnight camping was allowed. The sites weren't monitored then during the evening and weekend and now there is only one day-use area that closes by 10 p.m. The site is opened and maintained by adjacent landowners and if there were any problems on these sites, provincial and federal regulation is in place for the county to rely on.Because the bylaws are not currently enforced and because they are outdated, administration is recommending council rescind all three.
