Speedway studies need more time

After a public hearing on Dec. 14, council voted to defer second reading of the amended bylaw for the speedway, which would be located east of Carstairs, until a traffic impact analysis and noise impact analysis could be sufficiently completed.

Matthew Pawlow, manager of planning services with Mountain View County, told council staff are still waiting to hear back from their consultants regarding the noise impact analysis.

"The applicant (Rocky Mountain Motorsports) has submitted to our consultants, Patching and Associates, their revisions," said Pawlow "That's currently under review and we're awaiting comment from Patching regarding those technical components that needed revision."

Council asked Pawlow how long it would take. He replied that he was told by Patching that it "wouldn't take very long."

"They didn't specify if it would be a week or two weeks or how long," he said. "They just said compared to previous reviews they felt this one could be done quite soon. I'm hoping that would be a couple of weeks rather than a month or so. There was no specific date line."

Pawlow said that staff is currently compiling all the information council asked for regarding the traffic impact analysis (TIA) and what road improvements would be needed for Rge. Rd. 10 and Rge. Rd. 10A.

"Those are being compiled as well as some of the other outstanding matters in the TIA," he said. "We have received hard copies of the TIA as of (Jan 10) as well as the electronic copy. So that information can be reviewed by staff as well as Alberta Transportation for their sign-off as well."

When asked by council whether staff could give specific dates when they would have all assessments and information completed so council could move forward with a decision, Pawlow said he couldn't give a timeline.

"Unfortunately I can't," he said. "I know at the end of last year we tried to go with specific dates but were unable to conclude the project by the end of the year. At this point, we don't have approximate dates. It's really just working with Patching and Associates on the sound component as well as Alberta Transportation with the TIA."
