Spruce View reservoir tender awarded

Red Deer County council has approved the awarding of a tender for the Spruce View reservoir and water treatment project. The approval came during the recent regularly scheduled council meeting.

The $2,577,267 contract went to Westpro Infrastructure and includes a $300,000 contingency within the projected budget.

A 2012 infrastructure study deemed the current 227-cubic-metre Spruce View water reservoir facility insufficient for current and future populations.

“The proposed 1,500 cubic meter tank will accommodate the current damages and emergency/fire flows, and it will allow for any long term growth the hamlet might see,” county manager Curtis Herzberg said in a briefing note to council.

“The new reservoir and water treatment plant will be located on the same property, directly west of the current system.”

A total of eight contractors submitted tenders for the project.

The range in bids was between $2.58 million and $3.72 million, with Westpro being the lowest bid.

The project is expected to start this summer and be completed in summer 2017.

“This is a Building Canada – Small Communities Fund project, so there will be a three-way split between federal, provincial and municipal agencies,” he said.

Meanwhile, Red Deer County's municipal planning commission approved a discretionary use development permit for a home business to accommodate a seasonal hang gliding business with a relaxation to the hours set out in the land use bylaw zoned agriculture.

The approval came during the commission's recent regularly scheduled meeting, held immediately before the April 12 council meeting.

The subject property is located approximately three kilometres west of Markerville along Rge. Rd. 24.

The applicant will provide training in the sport of hang gliding on a seasonal basis, from May to October, on pastureland in the northeast portion of the quarter section.

Other details of the application include the following:

• The applicant is responsible for making suitable arrangements with Transport Canada and must provide appropriate notification with respect to airspace in accordance with the requirements of Transport Canada.

• The application must have $5 million in third-party liability insurance for any accidents or incidents that may occur.

• The sport, as well as the instructor, is governed by the Hang Gliding and Paragliding Association of Canada.

• There will be no building or structures associated with the home business.

• The applicant anticipates a maximum of 20 vehicles per week on average.

•There will be two residential employees, and one non-residential employee.

• There will not be any vehicles directly associated with the business.

• There will not be any outdoor storage related to the business.

• In addition to the provisions and requirements of the approval and the land use bylaw, the applicant is also required to comply with all federal, provincial and other municipal legislation.
