Flood funds reallocated for Coal Camp

MOUNTAIN VIEW COUNTY – County council has approved the proposed reallocation of $1.3 million in provincial funding for the Coal Camp Hamlet flood mitigation project.

The move came by way of motion at the April 8 council meeting.

In 2013 the county received provincial Flood Recovery Erosion Control (FREC) funds for the construction of the Red Deer River berm project.

Five year later the funds were reallocated to the Rge. Rd. 55 and Rge. Rd. 60 flood-protection project. When that project was completed, $1.3 million was left unspent.

“Administration has discussed the potential reallocation of the remaining funding with Alberta Environment,” director of operations Ryan Morrison said in a briefing note to council.

“They advised that the county request the funds be reallocated to one of two projects on the Red Deer River.”

The two projects are the Coal Camp Hamlet project and the Coal Camp bank revetment project.

“The Coal Camp Hamlet project involves bank protection along Coal Camp Hamlet to protect the residences from erosion causing by future high flow events of the Red Deer River,” he said.

The estimated cost of that project is $1.18 million.

The Coal Camp revetment project extends the out-of-bank revetment that was previously done to protect Coal Camp Road from future high flow events. The estimated cost of that project is $1.09 million.

“Administration believes that the best use of the FREC funding is the Coal Camp Hamlet project,” he said.

The county will now send a letter to Alberta Environment and Parks (AEP) officially requesting that the funds be reallocated.

Approvals from AEP will be required to move forward with the project, council heard.
