OLDS — Olds council approved a development permit for a proposed office building on a lot just west of Cam Clark Ford at 52nd Avenue.
The street address of the approximately 5,061square-foot, two-storey building is 5140 48th St.
Plans for the building were drawn up for Stoutenberg Enterprises Ltd. Krystal Stoutenberg is a local chartered accountant.
“The application is intended to be used as an accountant’s building with potential for different uses in the future,” development officer Nathan Hill said during a council meeting last month.
He said the application was circulated to 12 affected landowners.
“At the time of writing this report, no comments have been received,” a document regarding the plans said.
In the end, council approved a development permit application for the project, subject to 19 conditions.
For example, the lot for the building is zoned highway commercial. That zoning calls for a minimum rear yard setback of six metres (m).
However, the applicant asked that the building be allowed to be constructed 3.05m from the north property line to accommodate facilities required on the south part of the parcel.
The standard maximum driveway width for such projects is 10m, based on lot frontage of more than 18m.
“The applicant has requested two driveways; (that) the primary existing driveway maximum width be varied to 12.24m, which is the existing width. The secondary driveway complies with the 10m maximum,” the town document regarding the proposal said.
Also, the required number of parking stalls for office use is 2.5 spaces per 100 square metres.
Including the second story, the proposed structure would have a floor space of 940.18 square metres, for a total parking requirement of 24 spots.
“The applicant had initially understood that only 14 parking stalls were required for the development, and since being made aware that 24 were required, has amended the application to facilitate additional parking via reconfiguration of the parcel and creating small car spaces to maximize the available on-site parking.
“The applicant has also commented that there is available on-street parking adjacent to the parcel and does not expect to utilize any other Town parking facilities for their use,” the document said.
To address that situation, one of the 19 conditions calls for the applicant to pay $20,000 in lieu of four parking stalls that will not be provided before construction begins.
Earlier this fall, council passed an amended land use bylaw that allows developers to pay cash in-lieu, rather than all the parking stalls required, not only in the commercial district, but now also elsewhere in the Uptowne and East Olds area redevelopment areas.
