Main Avenue Phase 2 tender awarded

Council heard from Jim Hall, operations manager, that the municipality’s engineering firm, CIMA+, had recommended awarding the Main Avenue Phase 2 tender to UG Excavation Ltd., with construction expected to start on Aug. 1.

Council had recently approved a borrowing bylaw for the project.

Coun. Cheri Funke’s motion to award the tender for the Main Avenue West Phase 2 upgrade to UG Excavating Ltd. in the amount of $1,833,687 including contingency carried unanimously.

Fire services sub-agreement

Over the past few months, the Intermunicipal Collaboration Committee (ICC) has been working to update the Fire Services Agreement to bring fire services under the ICC model.

The committee met near the end of May and recommended both councils approve the sub-agreement, which is consistent with the existing agreement between Mountain View County and the Town of Sundre as well as other sub-agreements with other urban municipalities within the county.

“The biggest changes are the transfer of the oversight from the fire advisory committee to the ICC,” said Linda Nelson, chief administrative officer.

Another clause that has been changed, and already approved by the county, “is that 50 per cent of the revenue generated from calls for service will now be allocated to the operating budget annually, with the remaining 50 per cent to be split between the two municipalities,” said Nelson.

“Previously, only 25 per cent was going into the operating budget,” she said, adding capital and operating contributions remain the same.

Coun. Paul Isaac moved to approve the agreement, which carried unopposed.

Code of conduct bylaw under review

Linda Nelson said the council code of conduct bylaw was written a number of years ago, and that administration was requesting the bylaw be brought forward to the bylaw and policy review committee to be updated and brought back for discussion and approval. Coun. Rob Wolfe’s motion directing administration to set a meeting with the committee to bring the council code of conduct bylaw up to date carried unanimously.
