Committee given water project update

The Mountain View County policies and priorities committee has received an update on a proposed water transmission line-twinning project by the Mountain View Regional Water Services Commission.

The Mountain View County policies and priorities committee has received an update on a proposed water transmission line-twinning project by the Mountain View Regional Water Services Commission.

The review came during the committee’s recent regularly scheduled meeting in council chambers.

The line is projected to go through four county municipal reserves, members heard.

The commission owns and operates the Anthony Henday Water Treatment Plant near Innisfail. It provides water treatment for more than 30,000 people, including in Innisfail, Bowden, Olds, Didsbury and Carstairs.

The commission is currently working with ISL Engineering on twinning the water treatment line from Didsbury to Crossfield, members heard.

The project has a budget of more than $25 million, with Alberta Transportation and Alberta Environment having already granted project approval.

In a briefing note to the commission, administration outlined some of the details of the project, including the following:

  • The alignment of the water line is along Highway 2A, in Alberta Transportation’s (AT) right-of-way (ROW). For two locations AT has requested that the line be moved out of its ROW to allow for a future intersection upgrade at Highway 2A and Highway 582.

“This would put the proposed pipe alignment through a portion of the county’s municipal reserves (MR) along the East Didsbury Industrial Park. Alberta Transportation’s request is to move the proposed water transmission line to the municipal reserve lots NE 17-31-1-5 Plan 8111951 Lot 2 MR and NE 17-31-1-5 Plan 8111951 Lot 3 MR at the junction of Highway 2A and Highway 582.”
  • The installation along MR2 and MR3 shall be completed using hydraulic directional drilling (HDD), members heard.

“In principle, the signs and guard rail on the surface should not be impacted except in the case where an entry/exit pit falls in proximity. In this case, the contractor shall reinstate the impacted structure to the original condition to the satisfaction of Mountain View County.

“ISL is aware of the Telus lines and overhead power lines along the MR3 boundary. The contractor shall keep his installation away from these utilities to avoid any damage.”

Landowners near the project have or will be notified of the project, members heard.

“The second location would put the proposed pipe alignment through a portion of the county’s municipal reserve at the Rainbow Industrial Park. Alberta Transportation has requested to utilize the county’s municipal reserve lots along Highway 2A north of Crossfield to avoid potential conflict with future junction development. The installation along E 23-29-1-5, Plan 0612508 Block 1 Lot 22 MR, E 23-29-1-5 Plan 0612508 Block 1 Lot 23 MR, with use HDD."

At the September 13, 2017 council meeting, the South Carstairs Area Structure Plan (ASP) servicing study was received for information which included information on twinning the water transmission line, members heard.

“At the time the report was written the twinning of the line was shown (about one kilometre) west of Highway 2A adjacent to the existing MVRWSC waterline. Council directed Administration to proceed with developing policies for private on-site water and wastewater servicing for the South Carstairs Economic Growth Node ASP.”

The committee received the update for information.
