Council OK's plan name change

CARSTAIRS - At their recent regular council meeting, councillors approved a bylaw to change the name of the Carlinton area structure plan to the Mandalay Estates area structure plan.

CARSTAIRS - At their recent regular council meeting, councillors approved a bylaw to change the name of the Carlinton area structure plan to the Mandalay Estates area structure plan.

Carstairs CAO Carl McDonnell said the area for the structure plan is a quarter section behind Hugh Sutherland School.

"They have a new name for it -- it's Mandalay as opposed to Carlinton," said McDonnell. "There are some new changes due to the new school site and seniors' lodge. They have to update their area structure plan. It got first reading and then it will be circulated to the various agencies."

McDonnell said he expects the bylaw to come back to council for second and third and final reading sometime in January.

In other council news, council considered a subdivision application for a property on Nanton Street.

"There is a homeowner on Nanton Street who has a large lot and they want to subdivide it into two," he said. "So that's going into circulation. Our (town) planners have sent it out to neighbours and various agencies. We wait for comments to come back and then review those."

Council also approved an increase in the water rates for residents to offset an increase to the town from the Mountain View Regional Water Services Commission.

The commission is increasing the water rates by 5 cents per cubic metre. The updated water rate will be $1.65 per cubic metre.

Council received a delegation from the Didsbury RCMP which included Staff Sgt. Chad Fournier, Const. Mike Dillon and Const. Clayton Mamchur. Dillon and Mamchur were thanked for their service to Carstairs as enhanced members.

"Mike has transferred to Red Deer, while Clayton will be going into general duties at the Didsbury detachment," said McDonnell. "They (RCMP) will be appointing a new enhanced member."

Council approved the 2019 interim operating budget.

"We've adopted the 2018 as the interim operating (budget) for 2019," he said. "We're just waiting for the Mountain View Seniors' Housing requisition and the schools' requisition and then we should be able to finalize our budgets."
