Mountain View County caps community hall grants at $8,000 annually

County wants to encourage and sustain community hall facilities within the county

MOUNTAIN VIEW COUNTY - Council has approved updates to the municipality’s Rural Community Hall Grant Funding Policy #8014, including that the maximum allocation to any community hall should be $8,000 each fiscal year.

The move came by way of motion at a recent, regularly-scheduled council meeting, held in person and online. All councillors attended the meeting.

At the Sept. 4 council meeting councillors requested changes to the policy and procedure, which were brought back at the Sept. 18 council meeting.

Under the principles section, the updated policy now reads, in part, that, “Mountain View County recognizes the value of rural community hall facilities. Mountain View County supports community development in the rural areas and participates in providing funding to rural community hall facilities.”

The policy’s purpose section now reads, in part: “To encourage and sustain community hall facilities within Mountain View County”. 

The related procedure updates was received as information and now read, in part, that, “Grant applications will be prioritized according to facility usage, membership, need, contributions of time and funds by the organizations and availability of county funds” and “The maximum annual allocation of any community hall should be $8,000 with the exception of playground applications which may exceed the $8,000 threshold.”

The procedure’s evaluation criteria now states, in part, that, “Identification of rural resident participation and/or involvement in the non-profit organization or service/program applied for” and “Applications shall demonstrate their pursuit to accomplish Mountain View County’s strategic objectives.”

Events policy and procedure updated

Council also approved updates to the Recurring Programs and Events Grant Fund Policy #8019 and received the related updated procedure as information.

The updated policy’s purpose now reads, in part: “To encourage community organizations throughout Mountain View County that provide reoccurring opportunities that promote health, crime prevention or transportation initiative to county residents.”

The updated procedure now reads, in part, that, “Funding recipients are required to repay any surplus project/program funds or unaccounted expenditures prior to Dec. 31 in any given year.”

The evaluation criteria section also now reads, in part, that, “For events or programs held within an urban municipality, confirmation of financial support from that municipality is required.”
