New Sundre, county agreement aligns with 'our shared objectives'

County council approved an additional four years of the agreement, which covers things such as land use planning, at the recent regularly scheduled council meeting, held in person and online.

MOUNTAIN VIEW COUNTY - The county is pleased with the recent renewal of its intermunicipal collaboration framework master agreement (ICF) with the Town of Sundre, says reeve Angela Aalbers.

Mountain View County council approved an additional four years of the agreement, which covers things such as land use planning, at the recent, regularly-scheduled council meeting.

“We are pleased to have finalized the renewal of our ICF agreement with the Town of Sundre,” Aalbers told the Albertan. “As we await direction from the province regarding potential ICC regulations, we are satisfied that both municipalities affirmed our current agreements align with our shared objectives.

“We have therefore agreed to renew them as they stand, with the exception of the fire services agreement, which has been updated to enhance administration and efficiency.”

The ICF agreement will officially renew on Oct. 29, 2024, as per schedule 1 of the agreement.

The stated purpose of the 24-page agreement is to ensure that “growth management, land use planning, (and that) programs and services are effectively, efficiently and economically delivered and are reasonably available. 

“This agreement is to be the foundation agreement from which a number of sub-agreements flow. It expresses the intent, comment elements and broad parameters applicable to the sub-agreements.”

Under the agreement, the Town of Sundre and MVC agree that they will “create a joint approach to capital planning or those capital assets that deliver mutual benefit. It is to be complementary to their individual plans and be aligned with respective budget cycles so that due consideration on capital funding can be made by the individual councils.”

As well, the municipality that “pays the largest share of the net operating costs for a new facility of new capital asset that is being jointly funded shall be responsible for managing the asset.”

On June 10, Town of Sundre council unanimously accepted a request from the county to extend the date for review and renegotiation of the current ICC master agreement.

“Council and administration look forward to many years of working collaboratively together with our municipal partners,” Town of Sundre chief administrative officer Linda Nelson said in a letter received by MVC council.
