South McDougal Flats ASP review terms set

MOUNTAIN VIEW COUNTY - County council has approved the terms of reference for the upcoming South McDougal Flats area structure plan (ASP) review, as well as terms of reference for the related steering committee.

The move came by the way of motion at a recent, regularly-scheduled council meeting. The current area structure plan was approved in 2010, with amendments in 2015.

Area structure plans are used by council in land use decisions.

The upcoming review will touch on four key topics:

• Review the change in land use since the adoption of the area structure plan, population growth to determine if the future land use map to determine appropriate future land use, and subdivision potential and densities.

• Review policy sections.

• Flood hazards areas: flood fringe and floodway as the Upper Red Deer River Hazard Study is being finalized by the province.

• Review the area structure plan compliance with the Intermunicipal Development Plan and the Municipal Development Plan.

The steering committee will be composed of three county councillors, one Town of Sundre representative, four public members including one representative from the aggregate extraction/processing industry and one from commercial or industrial interests, and one from the McDougal Flats Area Protection Society.

The steering committee will provide broad policy direction and assist in identifying issues and opportunities with respect to the key topics, participate in open houses, direct administration to draft ASP policies and review, and finalize the review and recommend the updated ASP to council.

The review will include public and stakeholder involvement under the county’s public participating policy.

Administration has advertised for steering committee members and was expected to bring back proposed membership to council on March 9. Council will be responsible for the appointment of committee members, said Jeff Holmes, Mountain View County's chief administrative officer.
