Commission approves pipeline yard application

The Mountain View County municipal planning commission has approved a development permit application for a proposed industrial storage and warehousing temporary laydown yard east of Sundre.

The move came by way of motion at the commission's recent regularly scheduled meeting in council chambers.

The property at SE 6-33-4-5 is located adjacent to Highway 27, five kilometres east of Sundre.

Applicant Banister Pipelines Constructors Corporation is building a 20 kilometre pipeline in the area.

The yard will be used to store equipment and materials being used at the ongoing pipeline project near the site, members heard.

A laydown yard can be considered a discretionary use within the Industrial Storage and Warehousing use listed within the Industrial Business Park District, administration said in a briefing note to council.

Banister Pipelines Constructors Corporation obtained a development permit in 2017 for the same use but never occupied the lot during the approved temporary time frame due to complications with the project the permit was related to, the commission heard.

"This permit expired on December 31, 2017 and is therefore null and void. As the project can now proceed the applicant is requesting a new development permit to be issued for a temporary time period to occupy the site for industrial storage and warehousing use."

The approval came with a number of conditions, including that the applicant "dispose of any and all scrap metal and chemicals collected and contained on site in a timely manner to prevent possible soil contamination."

The yard will be used until the end of April, members heard.

The motion approving the application passed unanimously.

Meanwhile, the commission approved a development permit application to change an accessory building to commercial use.

The approval also came during the commission's recent regularly scheduled commission meeting.

The property at NE 6-31-4-5 is located approximately 15 kilometres north of Twp. Rd. 310 on the west side of Rge. Rd. 45 in the Elkton/Rugby rural community.

The applicant is Canadian Rescue Systems, which provides rescue services for construction projects in the oil and gas sector and for remote area construction.

"The proposed development includes a change of use for an accessory building to commercial use to allow for storage and minor repairs to equipment," administration said in a briefing note to council.

Equipment involved includes rescue gear.

"Only equipment related to the business will be repaired in this space. Outdoor storage related to the business would be limited to two sea cans, three trailers and one vehicle."

The commission is comprised of Mountain View County councillors and members of the public at large.
