Olds-Didsbury-Three Hills MLA Nathan Cooper has been elected by his fellow MLAs to be the Speaker of the Legislative Assembly of Alberta. The election took place in Edmonton on May 21.

As Speaker, Cooper will ensure orderly debate in the legislature and ensure that MLAs are acting in accordance with legislative rules.

The Speaker can vote to break ties, but does not otherwise usually vote, and does not ask questions in the legislature.

Cooper was first elected as a Wildrose MLA on May 5, 2015, and as a United Conservative MLA on April 16.

“I’m really excited about the new role and how I will be able to impact the democratic process and be a strong advocate for the constituency,” Cooper said.

“It’s important that the speaker applies the rules fairly to all members of the assembly and ensure that all members of the assembly can be heard. I think there are a lot of ways we can do that.”

Cooper was asked how he intends to bring up issues and concerns from his constituents when he is not permitted to ask questions or take part in debates in the legislature.

“I think there are a lot of ways to get things accomplished,” he replied. “I will continue to build strong relationships with government ministers and private members to ensure that the needs of the constituents of Olds-Didsbury-Three Hills  are met.

“While I may not be asking questions of the government, I still have the ability to represent constituents through building relationships in the legislative assembly.”

If necessary he would ask one of his fellow UCP MLAs from the region to raise questions during debates, he said.

“I’m sure one of those folks would be happy to help in that process,” he said.

In a press release issued following his election as speaker, Cooper said the following:

"Representing the families and communities of Olds-Didsbury-Three Hills will always be my top priority. This added responsibility comes with additional opportunities for our constituency, as speakers are generally afforded a direct line of communication with all members of the legislature.

"I intend to take an active role in ensuring the voices of Olds-Didsbury-Three Hills are heard at the highest levels. In addition I will continue to provide regular updates on pressing issues for local constituents, and my office will continue to serve all residents of Olds-Didsbury-Three Hills."

Merwan Saher, Clerk of the Legislative Assembly of Alberta, said, “Elected by the members of the assembly, the Speaker has a unique role maintaining order during the debate in the chamber and ensuring that the rules set out in the standing orders are followed.

“I am certain that Speaker Cooper, will excel in ensuring the members of the assembly have the tools and resources needed to fulfil their roles as elected representatives of the people of Alberta. He brings a strong procedural knowledge to this prestigious role.”

Rimbey-Rocky Mountain House-Sundre UCP MLA Jason Nixon has been appointed minister of Environment and Parks.
