Emergency management leadership team changes

OLDS — Some major changes have been made to the leadership of the town’s emergency management team. 

Effective Aug. 28, long-time deputy fire chief Brian Powell is no longer the director of emergency management. He has been replaced in that position by deputy fire chief Stephanie Bibault, who was hired this past spring. 

Also, senior peace officer Sgt. Paul Wright has been appointed deputy director of emergency management. 

Council made those decisions during its Aug. 28 meeting at the recommendation of town staff.

He said Powell retired out of the position when Bibault was hired as a second full-time deputy fire chief. 

Andrew said Powell “identified that he was very busy personally and was looking for a planned exit when the opportunity arose.” 

Andrew noted that as a result of some organizational restructuring, Bibault’s position included taking over the role of director of emergency management.  

“This move also supports what was listed in the Fire Master Plan for the town that was published in 2019,” Andrew wrote. 

“This plan is our organizational guiding path for the provision of fire services for the foreseeable future.”
